Learners who do not already have a full level 2 qualification are entitled to study a first full level 3 qualification free of charge.
Learners who are under 25 years of age and do not have a full level 3 are also entitled to study a first full level 3 qualification free of charge.
A full level 2 qualification is loosely defined as a qualification that is equivalent to 5 GCSEs at grades A* - C. A learner who already has 5 GCSEs at grade A* - C, or an NVQ at level 2 or above, or any qualifications above level 2 is not entitled to a free full level 2 or 3 course under the government level 2 learner entitlement scheme.
Learners taking a technical certificate with an appropriate NVQ pay for one course only, if they do not qualify for fee remission.
